Things have change dramatically in a year.

NO ACCE$$ HERE
The Wall Street Journal is reporting Google is setting up their own servers, within ISP facilities.
Google has denied that effects their net neutrality position. Google claims their servers are for edge caching. Ever heard of that? Me neither.
"....A cache is a temporary storage area where frequently accessed data can be stored for rapid access. Once the data is stored in the cache, future use can be made by accessing the cached copy rather than re-fetching or recomputing the original data, so that the average access time is shorter"...
More here ! Thanks Wikipedia!
In the last year, Microsoft, Yahoo, and Google have signed on with the phone and cable companies, in a variety of partnerships. Hence the burgeoning change, in net neutrality policy.
Look for a regulated, fee based, tiered, internet, in your future. It'll be positioned under the ruse of rationality, or edge caching to speed up access to eh Google's content.
Ration the resource. Create a better economic reality. You'll be paying more for bandwidth, and content. Or paying the same, and getting allot less.
